The Department of Homeland Security (DHS) Biowatch program was created 12 years ago to respond to possible release of pathogens into the air which would cause major disruption and death in well-known cities across America. With the 2001 anthrax scare, Biowatch came into full force in 2003.
Biowatch works with the Environmental Protection Agency (EPA), using detectors to identify particles in the air that could be harmful and part of a terrorist plot. Those samples are taken to a laboratory for analysis in coordination with the Centers for Disease Control and Prevention (CDC). The Federal Bureau of Investigations (FBI) is the designated law enforcement agency in matters of bio-terrorism.
DHS has recently solicited for contract, “proposals to procure Systems Engineering and Technical Assistance (SETA), seeking support for the newest incarnation of their bio-terror program Biowatch Gen-3.
According to Dr. Alexander Garza, assistant secretary for Health Affairs the “BioWatch program [will] monitor for traces of dangerous pathogens in public places where large groups of people gather to ensure that we respond quickly when a potential threat is identified.”
In 2012, Rafael Borras, management directorate under secretary for DHS, spoke before the House Committee on Homeland Security at hearing entitled “BioWatch Present and Future: Meeting Mission Needs for Effecitve Biosureillance?”
Borras stated Biowatch has worked alongside federal agencies and state/local government to utilize detection technology with respect to biological warfare.
In 2012, the DHS released a mysterious bacteria into the Boston subway system to “test” sensors that detect biological agents in a supposed terror drill.
In a DHS press release, they state: “A rapid alert from a detection system can locate and identify these materials and provide for immediate and appropriate response to protect people and contain the hazard.”
This scheme has been planned since May of this year when it was announced that the bacteria B-subtilis was to be released in heavily populated and semi-contained areas like underground train stations; however this bacteria “has no adverse health effects for low exposure in healthy people.”
The plan concerning a false flag attack was realized in the warning of an anonymous DHS informant is explained as a staged assignation attempt on Obama that will be linked to a white supremacist group that will be used to incite black and Hispanic Americans into starting riots all across the nation.
The US House of Representatives introduced HR6566 late last year which is an amendment of the Homeland Security Act of 2002 that imbues the Administrator of the Federal Emergency Management Agency (FEMA) “to provide guidance and coordination for mass fatality planning, and for other purposes.”
In the anticipated event of a “mass fatality”, coordination and planning must be forefront of FEMA with the assistance of the Department of Homeland Security (DHS) as referred by the Committee on Transportation and Infrastructure (CTI). In the event that the Executive Branch or Congress declares a mass disaster caused by nature, a domestic terrorist attack, or any other man-made catastrophe, there must be a national plan to prepare for and respond to the incident.
Elected officials assume that in such an event, funeral homes, cemeteries and mortuaries would be overwhelmed should millions of Americans suddenly die in a tragic event. There must also be allowances for survivors of such an event.
Representatives from local and state governments must coordinate with federal agencies, private sector businesses, non-profit organizations and appropriate individuals to prepare and respond to an incident wherein mass casualties occur.
Overseen by the DoD, under the Transformational Medical Technologies program (TMT) of the Defense Threat Reduction Agency and the National Institutes of Health (NIH), have spent millions of dollars conducting scientific research into the Ebola virus, its potential for being turned into a bio-weapon and certain vaccine efforts through two drug corporations, Massachusetts-based Sarepta Therapeutics and Tekmira Pharmaceuticals of Canada.
The TMT creates relationships with private sector biotech firms, pharmaceutical corporations and academic institutions, as well as other government agencies to advance biological warfare, research viral and biological weapons and estimate threat levels of all biological agents based on ability to infect and effectiveness of devastation.
The DoD suddenly stopped funding Ebola vaccine research through these two corporations due to financial constraints. With the sporadic nature of Ebola outbreaks, combined with the absolute deadly nature of the virus makes it a hard sell to large pharmaceutical corporations because it “isn’t a huge customer base and big pharma is obviously interested in big profits. So these niche products which are important for biodefense are really driven by small companies,” according to Larry Zeitlin, president of Mapp Biophamracueticals, who is developing therapies to combat Ebola.
According to a DHS solicitation for “participation in the Robotic Aircraft for Public Safety (RAPS) project from the small unmanned aerial systems (SUAS) for transition to its customers” the hidden agenda was in their unmanned aerial vehicles (UAVs) that were acquired in 2007 for the purpose of spying on American citizens.
In 2011, the World Surveillance Group Inc., entered into an agreement with the Oklahoma State University’s University Multispectral Laboratories to develop with DHS technologies that advanced from conception to operation in the specified areas of “chemical, biological, radiological, nuclear, explosive (collectively, CBRNE), command, control, computers, communication, intelligence, surveillance and reconnaissance (C5ISR), and unmanned aerial systems (UAS).”
Considering that DHS is working with UVA manufacturing and technological development corporations with the possible intent to manifest weaponry that would be fully capable of disbursing chemical or biological weapons over the heads of the American public since 2011, there is a serious need for concern about just what their actual intentions are.
